About This Role
The position will fulfill two roles:
1. The primary role is to become the Director, Deputy Project in Monitoring, Evaluation, Research and Learning of ChildFund’s “Scaling Up and Integrating Cost-effective Adolescent Health and Nutrition Interventions (SICAHNI)” to be funded by the World Bank’s Global Financing Facility (WB/GFF).
He/she will also become the Deputy Project Director of SICAHNI.
2. The hiring for this full-time, 2-year fixed term position is conditional to the donor’s approval of ChildFund’s grant proposal and of its selected candidate for this position. The position will be located EITHER in Zambia or in Senegal. Candidates must have existing authorization to work in EITHER country.
3. This $5 million, 2-year project will focus on enabling the design, integration, and expansion of proven civil society innovations to improve access, equity, and outcomes in adolescent health and nutrition services.
4. Sub-grants to local CSOs and YLOs in up to 12 countries and with the provision of technical assistance to them and other project stakeholders are the major interventions
5. To fulfill the project’s goals, ChildFund has formed a consortium with Africa-based organizations and has identified 10 countries, mostly in Africa and also in Asia, to target for this project.. .
Primary Responsibilities
As the MERL . Director, Deputy Project, the position holder will have the following responsibilities:
1. Lead the Consortium to generate, synthesize, and apply evidence on the cost-effectiveness, impact, and equity outcomes of community innovations; ability to support local organizations to build robust M&E systems and translate data into policy and practice.
2. Lead the Consortium to develop and implement communities of practice, foster peer learning across geographies, and document and disseminate scalable models, with a focus on what works, for whom, and under what conditions.
As the Deputy Project Director, the position holder will assist the Project Director in the following tasks:
- To lead ChildFund and its consortium partners in achieving the project objectives.
- To mentor and supervise the ChildFund staff assigned to this project (approximately 8 staff in 6 countries).
- To lead the selection and management of sub-grantees and the provision of technical assistance to them.
- To represent the project with WB/GFF and major stakeholders in each targeted country.
- To lead the planning and reporting of the project activities and resource management with WB/GFF and other stakeholders
Required Experience and Education
- Master’s degree in MERL (preferred) or in a relevant field, e.g. public health or health sciences, health systems, international development, administration and management. Experience in adolescent health desired.
- At least 5 years of working experience on the following:: (a) generate, synthesize, and apply evidence on the cost-effectiveness, impact, and equity outcomes of community innovations; ability to support local organizations to build robust M&E systems and translate data into policy and practice and (b) develop and implement communities of practice, foster peer learning across geographies, and document and disseminate scalable models, with a focus on what works, for whom, and under what conditions
- At least 8 years of professional experience in donor-funded international development or humanitarian programs. Experience with WB-funded projects will be preferred.
- At least 5 years in leadership positions within these programs (manager or above).

- Preferred experience and/or training on policy engagement and advocacy of CSOs towards the integration of innovations into government policies, strategies and investments.
